The Joint Services Council for the Solid Waste Management of Local Authorities was established in 1995 in the governorates of Khan Younis, Rafah and Central, with the support of the German Technical Cooperation Agency (GTZ), with the participation of 13 municipalities located in the Khan Yunis and Central regions under the name of the Joint Services Council for Solid Waste Management for Local Authorities in Khan Yunis And Deir Al Balah. The purpose of the project was to create a body capable of managing the solid wastes produced in Khan Younis and Deir El Balah governorates by providing a secondary collection service and managing the Deir Al Balah health Landfill east of Deir El Balah city, which was established in 1996 as a safe disposal place for solid waste.
In 2012, the Council's work was expanded to include the municipalities of Rafah governorate as well as the municipalities of Khan Younis and the Central Region. The Council's services cover 17 local councils out of 25 distributed over the three southern governorates, or 64% of the population of the Gaza Strip, The three governorates have a combined area of about 230 km.
The Joint Services Council for solid waste management of the local authorities in the governorates of Khan Younis, Rafah and Central has a legal personality and is an independent entity and has its own statutes approved by the Ministry of Local Government. The operational expenses are covered by the contributions of the member municipalities which are represented in the provision of the secondary collection service of waste and the disposal of waste through the operation of Deir Al Balah Central Lanfill.
In 2012, the Council's work was expanded to include the municipalities of Rafah governorate as well as the municipalities of Khan Younis and the Central Region. The Council's services cover 17 local councils out of 25 distributed over the three southern governorates, or 64% of the population of the Gaza Strip, The three governorates have a combined area of about 230 km.

Achieving environmental and financial sustainability for solid waste management in the jurisdiction area of the Council which serves 17 local authorities in the southern and Middle Area of the Gaza Strip.
Improve the effectiveness of solid waste management according to the Palestinian National Strategy for Solid Waste Management of 2010 – 2014 and its appendices.
Respected members of the council of local authorities, the Council promises to provide you with the services of secondary collection and final disposal of solid waste in accordance with appropriate environmental, social and operational bases and management. All in order to provide services of the best quality to a more aware and active society.
Administrative Structure
The organizational structure of the Council was established in 7/5/2014 with the approval by the members of the General Assembly considering the future expansion of the Council which will expand to cover the governorate of Rafah and the new sanitary landfill that will be constructed in Al Fukhary area within the framework of the current project of GSWMP as shall be detailed later. The Bylaws was adopted by the Ministry of Local Government in 24/6/2014
The organizational structure for the Council includes three managerial levels:
1. Higher Management represented in the Board of Directors
2. Middle Management represented in the Executive Management
3. Lower Management represented in Departments Management
A proposal has been prepared for the new structure of the Council in accordance with the new tasks assigned to it, in accordance with the decision of the Board of Directors at session No. 13/2017 on 30/12/2017 due to the lack of appropriate administrative structure, especially after the construction of the new landfill over an area of 235 donums and the operation of heavy equipment inside Landfill according to international standards.
General Assembly and the Board of Directors
General Assembly of the Council consists of the heads of local authorities of 17 member municipalities: Khan Younis, Rafah, Deir Al Balah, Al Nusirat, Al Maghazi, Al Burij, Al Zawayda, Al Qarara, and Abasan Al kabira, Bani Suhaila, Abasan Aljadida, Khuza'a, Al Musadar, Al Shuka, Al Nasr, Al Fukhary and Wadi Al Salqa. The Board of Directors consists of heads of seven municipalities which are assigned through election.
According to the approved Bylaws of the Council, the election of Board of Directors is carried out every two years. The last election was held on 20/08/2017 and consisted of 7 representatives of the General Assembly

I am pleased to welcome you on the occasion of launching the website of the Council in order to maintain the mechanism of communication with the members of the General Assembly as well as with the citizens interested in the work of the Council, especially that the Joint Services Council is the first of its kind in Palestine, which was established in 1995 to provide solid waste management service by In spite of the difficult challenges faced by the local government sector in Palestine in recent years, especially in the Gaza Strip, the Council continued to perform the required tasks In addition, its services were expanded in 2012 to include the municipalities of Rafah governorate, so that the number of municipalities covered by the council is (17) municipalities.
The Council has maintained a distinguished relationship with the international donor bodies for the credibility of the Council in the technical, financial and administrative work. This is in support of the World Bank, the French Development Agency and the European Union of the Council through the establishment of a new solid waste dump on an area of 235 dunums International relief in accordance with the international engineering and environmental standards in order to preserve the environment and protect the groundwater reservoir from pollution.
Our mission today is to work together and hand in hand to meet the aspirations of our people through providing the best services and in order to enhance the spirit of partnership and belonging and invest all energies in the local bodies members of the Council to achieve sustainable development of solid waste management.

Council's Duties and Responsibility
The Council seeks the best ways of disposing solid waste resulted from local authorities in its jurisdiction area (secondary collection). It also hopes to benefit from it as much as possible in accordance to the available capabilities and environmental/ health determiners.
The Council aims at spreading the culture of preserving the environment through the interaction with the community.

Communal work to construct a sanitary landfill providing environmentally and health sound solid waste disposal schemes.
Collecting solid waste from containers in appropriate ways
Construction and management of solid waste transfer stations within the boundaries of the Council according to the Labor Department.
Establishment and operation of parking for all vehicles involved in the collection and transfer of solid wastes within the scope of the Council's work.
Operation and maintenance of collection vehicles belonging to the Council as well as maintenance of vehicles belonging to members of the Council at cost, which includes the minimum wage for technicians and maintenance workers.
Provide the local bodies with the necessary containers and maintain them.
Training of qualified personnel to carry out the collection, transport and disposal of wastes.
To carry out public awareness to preserve the cleanliness of the environment.
To work in accordance with a clear and continuous policy and strategy to carry out the services to achieve the goals and objectives of the Council and the local authorities.
Provide advice and guidance to local member bodies and their employees in all matters relating to the process of solid waste management, whether legally or technically, or public health or environmental and social matters.
Representing local authorities bodies before any body in matters related to solid waste and within the framework of the functions and powers of the Council.
Develop plans and implement all means that reduce the environmental pollution resulting from solid waste and adopt means to achieve this purpose and apply the principle of prevention, recovery of sources and recycling.
The Council shall provide the occupational safety and health conditions for its employees and employees, including protective clothing and occupational injury insurance, including employees and workers assigned by the local Authorities.
Headquarters and Facilities
It is temporary located in Khan Younis city (in the cultural center of Khan Younis municipality), the temporary main office is consisting of one grounded floor building, with 9 offices. On the other hand, the permanent headquarter of JSC-KRM will be in Al-Fukhari new landfill, the building will consist of three floors, with number of offices, meeting rooms and a hall.

Which is supervised by the Council on its operation and management. It was opened in 1996 with the support of the German Cooperation Agency. It covers an area of 70 dunums and the landfill reaches 30 meters. It is estimated that the daily waste reaches 500 tons.
Which will be supervised and run by the Council in accordance with appropriate operational plans at the environmental and social levels. The landfill is designed according to international standards for the disposal of the waste of the governorates of Khan Yunis, Rafah and Central, on the eastern border of Al-Fakhari area, on a total area of 235 dunums.
The first medical waste treatment unit of its kind was opened in the Gaza Strip in August 2018, at the Council's Khan Younis Transfer Station, funded by the Japan International Cooperation Agency.
Is being constructed through the solid waste management project in the Gaza Strip and will be managed and operated by the Joint Services Council in the last quarter of 2019.
